Revoke a suppression entry

Revokes a suppression entry — a soft revoke, never a hard delete. The entry stays in the
system (status becomes REVOKED), but is excluded from GET .../suppressions?status=ACTIVE.

A subsequent POST .../suppressions for the same customer/domain/brand revives this same
entry (status back to ACTIVE) rather than creating a new one.

Revoking an already-REVOKED entry is a no-op — it returns the entry unchanged, not an error.
