Soft-delete an article by id. The article stops appearing in GET /locations-directory/articles and GET /locations-directory/articles/{id} immediately.

Deleting the current live version of a link tuple does not bring back an earlier version of that tuple — it is removed on purpose, and a later re-ingest of the same tuple through POST /locations-directory/articles/bulk still versions correctly (starting from the highest version ever written for that tuple). Rolling back the run that wrote an already-deleted article will not restore it either.
