Delete specific rows from a data table. When row_ids is provided, only the matching rows are deleted. When row_ids is omitted, all rows in the table are deleted (truncate).

Comma-delimited list of row IDs to delete (e.g. row_ids=id1,id2). Accepts up to 100 entries. When omitted, all rows in the table are deleted.
